内容記述 The Great East Japan Earthquake inflicted severe damage mainly to coastal regions because of large-scale tsunami waves. Fishing areas need to be prepared for occurrence of disasters in order that not only residents in villages but fishers and parties concerned with a fishing market who use fishing ports and grounds, and tourists can evacuate smoothly, and fishery, a key industry for the areas, can be restarted at an early date.The damages included fisheries production and distribution facilities at fishing ports, which took a long time to recover. An earthquake generating this magnitude of a tsunami was predicted to hit the Tohoku region even before the disaster, and the risk was known to local fishers and marine product industry workers. But actual disaster preparations were insufficient.

内容記述 In order to resume the production and distribution of marine products at an early stage, it is necessary to resume many functions from fishing to landing, handling, auction, shipping and distribution, and related fishers, fishery cooperative staff, and market relations. It is necessary to formulate a BCP by many parties such as a person, a purchaser, a processor, and a carrier.In addition, it is important for the BCP not only to formulate a plan, but also to implement the planned measures and operate the BCP to prepare for an upcoming disaster.

内容記述 This study classify the details of the disaster prevention and mitigation plan required in the fishing areas and issues of the present situations, and considers the ideal approach necessary in the future. Additionally, focuses on the evacuation of fishery operators who work in a coastal zone, the most dangerous area in the event of a tsunami. We have organized the actual situation of the existing disaster prevention planning in Habomai area, Nemuro city, Hokkaido, where many fishery operators engage in kelp gathering in the coastal zone. This paper discusses the transmission method of disaster prevention information to the fishery operators working on small fishing boats which was identified as a problem, and presents the development of a system that sounds a siren and transmits information on fishing boats when J-Alert system issues a disaster prevention warning.

内容記述 In addition, we introduce the details of the BCPs to ensure fisheries production and distribution. Based on the current status of BCPs, we will summarize the challenges and issues for more robust BCPs for fisheries production and distribution systems of the fishery industry with examples, and also consider the implementation after drafting of the BCPs. And, we explained the operation of BCP related to the production and distribution of marine products, and summarized the methods for examining countermeasure priority.
