| 内容記述 | The well-known controversies in the Social Policy theory field in our country, before, and especially after the end of War, resembled in many respects those that prospered in Germany, and have raised many fruitful attainments, particularly in establishing truly scientific method of the policy theory along the line of Marx's "Das Kapital," thus driving almost completely such attitudes as mixing up science with subjectively philanthropic social reform ideas, or as standing still on the pseudo-'wertfrei' sociological ground, shutting eyes on really social problems. But all those praise-deserving Maxian academicians who have participated in the controversies left many important, even vital, questions untouched yet. They hung round and round the 'labour-power' conception with all eagerness, itself certainly indispensable as the central idea to analyze the capitalist commodity-society, under the laws of value and surplus-value, rightly with ; but they apparently could not grasp the essence of the social policy phenomena nor the true nucleus of the 'social problem' itself. The writer, now, stands for the Marxian method of analysis, but this does not necessarily mean that he must adopt the 'labour-power' theory in defining the essence of the social policy phenomena. He pursues the problem rather constructively and in his own way, thus: First, what will the various indexes be in order to discern the 'social problems'? The answer is: (1) capitalist under-consumption: poverty, real slavery to capital, and unemployment of the proletariat. (2) agony in machine-labour, and especially (3) the fighting struggle of the labouring-class against capitalist one, stimulated by the former two. Here even the index of the so-called 'family-problems' is found to conform to those above shown, as Engels shrewdly pointed out. Now, under these indexes, (a) in what cases, and (b) in how proper and independent sense, will the modern, i. e. capitalist, State act as the agent of the social policy? ... | |||||||||||
