| 内容記述 | There are many minor parties in the two-party system as in the U. S. and England. It is almost imposible for these minor parties to acquire the governmental power. But they do affect the political process in some ways. In the U. S. the role played by the minor parties may be classified as follows: (1) They have served as the dam which induce the flood into the wide stream. Without them the accumulated energy of revolt in the discontented common men should have broken the established political equilibrium of the two-party system. In this sense, they must be regarded as the indispensable supplement of the two-party system. (2) They have advocated many important policies that have been neglected and afterward stolen and carried out by two major parties. (3) They have sometimes affected the result of the presidential election when the two major parties have had the equal strength. In England the minor parties have sometimes wielded the balance of powers between the two major parties as Parnell did in 1885, 1892-95, and 1910-14. But the most important role played by the English minor parties is that they have urged the realignment of the political parties. The Manchester school conquored the Whigs and subsequently the Whigs transformed itself into the Liberal Party and the Tories into the Conservative Party. For another example, the Labour Party which is born in the Liberal Party annihilated it in the first quarter of the 20th century. We must pay much attention to this contrast of the role of minor parties in the U. S. and in England. One is the safety valve and the another is the tinder of the accumulated energy of revolt of the neglected classes. This may be explained by the social and economic conditions and the political consciousness of the poor labourers and suppressed farmers in these states. | |||||||||||
