| 内容記述 | The problem of the subject or policy is not unanimous. It is sometimes insisted that such a subject is not one, but several, including individual, association, firm, state, etc. But in my opinion the subject of policy must be identified with the authorities of politics that it should be the administrative body of central and local governments. The term like "management policy" is as for me, nothing but an analogy of proper meaning of this conception. There are several aspects concerning the problem of the state. Among the rest the characteristics of the state. We are confronted with the idealistic state theory of Plato, Aristotle and Hegel on the one hand, and with the historical-realistic state theory of Marx-Lenin and Oppenheimer on the other. The actual state has in reality to some extent nuance of class-struggle, nevertheless the essential characteristic of the state is not simply the product of class-struggle. There is another fundamental factor, which, though class-struggle would have been over, still remains in every human community. And this factor will be seen as a proper character of community itself: that is "compulsion" or compulsory force, which forms the unity of community. The question, into which we must inquire, is nature of foundation, upon which this force depends. Here it reveals some types of state, from absolute to democratic. | |||||||||||
