| 内容記述 | My first research was conducted on the public finance of the North Yorkshire County Council and the City of York in April and May, 1984, while I was staying as a visiting scholar at the Institute for Research in the Social Sciences of the University of York. The main purpose of my research is to understand the system and recent fiscal trends of local authorities in England following the 1974 reorganization of the structure of local government. | |||||||||||

| 内容記述 | I would like to summarize some points of my paper. First of all, I have to describe the big difference in the system of financial management of English local authorities and those in Japan. In England, the distinction is systematically made between revenue account and capital account, and these accounts are managed by each committee which consists of councillors elected by the community. On the other hand, in Japan public finance is dealt with in an ordinary account and a special account, both of which have included transactions of revenue and capital expenditure and are managed by the mayors of municipalities and governors of prefectures who are directly elected by the voters of the community. Secondly, the predominant service provided by the North Yorkshire County Council is education, and its expenditure amounts to about 60 percent of gross expenditure on the revenue account. Two big items of income for the County Council are the Rate Support Grant (Block Grant) and the receipt of rates from districts. The County Council has been complaining about the results of the distribution of the Rate Support Grant from the central government, because the share of the Grant which the County Council has received has been done badly over the years since 1974. Thirdly, the main service which the City of York has done for the citizens is related to housing and its outlay has covered also about 60 percent of gross expenditure of revenue account. Since 1978 the numbers of council houses built or purchased by the City of York has decreased and the houses sold have increased. | |||||||||||
