内容記述 Nepal is amongst the most disaster-prone countries in the world. Its complex geographic location, diverse topography, and highly varying climatic conditions have made this country highly susceptible to geological and hydro-meteorological disasters. Globally the country is 11th most vulnerable to earthquake, 30th most vulnerable to flood and landslide, and 4th most vulnerable to climate change effect. As per the United Nations, the country is at the 20th place from the top of all multi-hazard countries in the world. Today more than 80% of the population is living under the vulnerability of disasters. Government data reveals that on average every year more than 400 people die due to disasters and consequences.

内容記述 Despite this reality, due to poor disaster governance, the country lacks an effective disaster response mechanism. It is because the disaster preparedness venture has hardly been the priority of the state. Despite worldly concern represented through the Hyogo Framework and Sendai Framework, of which Nepal is also the signatory, the investment of time, resource, and energy in disaster response capacity building of ground-level response mechanism has always been insufficient. Such a tendency has not only rendered the local level response mechanism lethargic but also increased the social and economical complexity of the country.

内容記述 Fundamentally, disaster response is a bottom-up approach and the local level response mechanism is the nexus of the overall mechanism. Hence the competency level of the local response mechanism determines whether the country has sufficiently prepared to respond or not. Precisely the government authorities that comprise of the bureaucrat and civil servants, elected representative, and security forces the Nepal Army, Armed Police Force, and Nepal Police, are the bodies to represent the response mechanism at the local level. In that sense, their knowledge, preparedness, and perception about disaster management are instrumental to determine how effectively the response would go if a disaster occurs.

内容記述 In this backdrop, this doctoral research has conducted an in-depth study of the disaster response competency of the civil servant and bureaucrats functioning at the local level, the elected representatives of municipalities, and the members of security forces deployed at the district level and below keeping their disaster management knowledge, response preparedness, and engagement perception as the primary context of the investigation. And the research itself carries the novelty, ingenuity, and utmost significance since such investigation of the primary responders have had never occurred in the county in the past. On other hand digging into the issues of government agencies and security forces, especially the defense force, is always critical and challenging in many aspects including the national security issue.

内容記述 Following the various methodology, the disaster response competency of the local-level government agencies was investigated. At first 149 government officials from thirteen districts were brought into the sphere of investigation. Amongst them, eighty were the bureaucrats and public servants functioning at the district level and below and sixty-nine were the elected representatives from various municipalities. Altogether twenty-four questions were asked to study their fundamental disaster management knowledge, preparedness, and perception. Secondly, the disaster response competency of 246 police personnel (Nepal Police and Armed Police Force personal) serving in twelve different districts was studied. Out of them, 128 participants were from Nepal Police and 118 participants were from the Armed Police Force. At last, the 270 Nepal Army ordinary troops randomly selected from 35 infantry battalions that are deployed in district levels were subjected to the investigation. During the investigation, the police and army personnel were also asked similar close-ended questions aimed to investigate knowledge, perception, and preparedness.

内容記述 The overall result of this doctoral research has investigated that the government’s local level disaster responding bodies are not adequately prepared to render effective response. They do not possess the required fundamental and technical knowledge and do not have sufficient engagement in disaster preparedness activities such as training, drills, and rehearsal. Similarly, the existing training, drills, and rehearsals are also not regular. Despite this bleakness, during the investigation, the perception of the local bodies on their engagement in disaster response was discovered moreover aspiring. Almost all of the study participants believed that the disaster response is their prime responsibility hence have to be prepared. Similarly, another aspiring fact discovered through the investigation of UNIFIL militaries is the military troops of the developing nations such as Nepal are more adopted, acquainted, and competent in disaster management issues compared to the troops of developed nations. That means the troops of the Nepali Army have more potential to function in disaster response, especially in search and rescue operations, which the organization and state shouldn’t shy off from exploiting such opportunity.

内容記述 When it comes to the gaps this doctoral research has clearly identified that the weak institutional arrangements, feeble response mechanism, delicate disaster management knowledge and preparedness of the responding bodies, and over-engagement of unprepared security forces in disaster response are precise that have mired the disaster response operations from being effective. Similarly, over-reliance on NGO/INGO and foreign assistance for resources has not only limited the national investment but also turned the venture protégé which is much harmful in the long run.

内容記述 In the end, the response to the 31st March Tornado that hit Bara and Parsa districts was investigated. This research aimed to find out whether the findings of earlier researches comply with the on-ground reality or not. And the results explicitly validated those findings proving that the immediate search, rescue, and relief operations remained feeble during tornado response. It also proved that the cluster approach, the fundamental tool of effective disaster response, remained utmost lethargic. The response and relief operations were heavily dependent on the security forces, especially the Nepali Army. And the governmental response framework, although in place, couldn't work properly. The 98 respondents cum victims of the tornado, narrated that the NGO/INGOs assisted them more than the government agencies. The elected representatives had been the least bothered amongst the responders to assist. Whereas the National Disaster Response Framework (NDRF) has obliged the government agencies to lead the clusters during response and the INGO/NGO to remain in the supporting role.

内容記述 The ultimate findings of this doctoral research have implicitly spoken that the government has not been fully compliant with its national and international commitments. Priority number five of Hyogo Framework for Action and priority number four of Sendai Framework have clearly spoken the need for preparedness activities for the responding bodies to build the capacity that has been explicitly adopted by the Disaster Risk Reduction and Management Act, National Disaster Response Framework, Disaster Risk Reduction National Strategic Plan of Action, National Policy of Disaster Risk Reduction, and National Strategic Action Plan on Search and Rescue. But such commitment has only remained in words and papers till now.

内容記述 It’s a well-known fact that disaster preparedness is a prolonged venture that doesn’t materialize in a year or two. To pursue the venture effectively along with a multi-institutional approach the academic research is a vital need which direly lacks in the country. In this regard, this doctoral research owns significant value to fill the gap. Precisely, the tendency has been developed in such a way that the engagement and investment in disaster response preparedness are turning to be the least preferred sphere for concerned agencies hence they are giving moreover priority and preference to the disaster risk reduction and mitigation venture. In this context too this research has functioned as an eye-opener. Ultimately the results have clearly explained that the disaster responding organs at the local level have been functioning causally without adequate competency hence risking the lives of victims as well as their own thus requires immediate attention and address. Indeed it’s a fact that a dollar spent today in disaster response preparedness will ultimately save millions tomorrow during disaster response.
